Belize’s Health Sector Strategic Plan 2025–2034 sets out a long-term framework for strengthening the country’s health system. Developed under the leadership of the Ministry of Health and Wellness with technical support from PAHO/WHO, the plan was launched in March 2025 following a broad consultative process.

A system-wide approach

The strategy addresses more than individual services. It considers governance, health infrastructure, workforce capacity, financial sustainability, universal health coverage, prevention, surveillance and the digital transformation of the health sector.

PAHO describes the plan as aligned with universal-health-coverage principles including equity in access, financial protection, quality of care, comprehensive service coverage, efficiency, sustainability, governance and accountability.

Priority health challenges

The plan recognizes the growing impact of noncommunicable diseases such as hypertension, diabetes, cancer and mental-health conditions, while also addressing communicable and vector-borne diseases, antimicrobial resistance, maternal and child health, vaccine-preventable diseases and climate-related health risks.

For Belizeans, the value of a decade-long strategy is continuity: health-system improvements require trained people, strong facilities, reliable information systems and consistent prevention efforts over many years.
